Did you do a full strip down of all components, not just uninstalling iTunes? Disable any AV when reinstalling? Run the installer (non-MS version) as administrator? There have been some complaints around 12.9.4.102. You may find 12.9.3.3 works better for you.

From the Microsoft Store or using the traditional installer? Which build is installed? What build worked for you last?

first from the traditional installer second from the microsoft store. am currently using itunes 12.9.4.102. i updated it after the previous version stopped syncing.
yup for the non ms i did run it as admin later on i installed the ms version. is it possible to try a previous version ?
