If I use the keyboard shortcut command+J in Finder, there is an option to snap everything to a grid. When I use said shortcut on the desktop, it'll open the same menu, and there is an option to snap or align to grid.
But even after checking that option, said icons will move freely along the desktop when I move them around and NOT snap to a grid when I release them like they always do in Finder or Microsoft Windows.

Well, that's what mine did also, had to sort by name & they all snapped to grid no matter what size grid I chose!???

Can you verify this High Sierra 10.13.6
In Mojave you have a new option if you control click on the Desktop, Even if you are not using Stacks on your Desktop.
You can try relaunching the Finder
>Force Quit>Finder>Relaunch
Whew, just checked mine & it works backwards... checking Snap to Grid makes them appear in Random/Scattered locations, check Sort by Name puts them in a Grid & they snap back if moved!? No idea when this happened. :(
Just wondering on yours, are you selecting a Desktop Icon the Selecting All before Snap to Grid?
I didn't have anything selected from the desktop. I just tried doing it and then snapped everything to grid, but it scatters everything across the desktop.
Mine works as it always had.
Do you see the same behavior in the Desktop window and on the Desktop itself?
