I can't download Clips

Apple Clips is a great video editing software but I cannot get it. I downloaded it on an iOS 12.3 iPad using my account, and they do show the app in the purchased tab with the download cloud. However, the App store still doesn't allow me to.

Videos App not install I recently updated to 11.2.1 on my iPhone & iPad. When the update was completed, I looked at my devices and thought there's an App missing. It was only last night that I realised that the missing app was Videos. I done a search on my devices. The results were :- App Store - Videos by Apple, view in Store. On the store page "This app requires specific features not available on this device" with a greyed out download symbol, but under compatibility it states it works on this iPhone / iPad.
