Okay, so which keyboard vendor and model?
Are you using a Bluetooth keyboard, or a wired USB keyboard? Or some other less-common keyboard connection?
If this is a Bluetooth keyboard, first confirm that the keyboard is charged, and is powered up, and working. If the keyboard has power and is indicating readiness, and is not working with your Mac mini, then connect a wired keyboard and go through the Bluetooth setup sequence using that keyboard. > System Preferences > Bluetooth. Enable Bluetooth if it's not already enabled, and associate the Bluetooth keyboard if it's not already associated. (Bluetooth setup.) If that doesn't work, try a different Bluetooth keyboard, and try the initial Bluetooth keyboard on a different computer; see if it's the computer or the keyboard.
If this is a wired USB keyboard, try a different wired keyboard, and try the initial wired keyboard on a different computer. Again, see if this is the computer or the keyboard.
If this is some other keyboard connection—some third-party keyboards have their own wireless connection schemes, for instance—which keyboard vendor and which model?
If there are third-party add-on anti-virus or anti-malware apps installed, or if there are add-on cleaner apps installed, or add-on network-monitoring-and-network-firewall apps here, or apps that intercept keyboard input, boot into Safe Mode and test with this keyboard again.
