What does it mean if u are on a plan, you cannot send mms messages through a txt message but you can through iMessage?

MMS through a text message is completely under control of your cellular carrier, as the carrier's frequencies are involved in the transmission. MMS capability may well cost extra from your cellular carrier.

The only related control the iPhone has is Settings > Messages > MMS Messaging = "On".

MMS messaging is a carrier feature. MMS messages require cellular data.

If your cellular data is not on, then it won't work. If it is, and you can't send or receive MMS messages, contact your cellular carrier.
