USA iPhone 6s in Colombia "iPhone not activated contact carrier if problem persists"

Do you have some experience on the matter?
At this point the only thing that I know to do is to go back to Movistar and ask them to do their thing again, but after two failed attempts I wonder if they can do anything.
Context:
I live in the USA and am currently visiting Colombia, South America. I brought my iPhone 6s Model A1633 (former AT&T unlocked and using Total Wireless in USA) with me and swapped out my US SIM card for a Movistar SIM card. I had service for about two months and then was faced with the popup message "iPhone not activated contact carrier if problem persists".
I have contacted the carrier twice and both times was told that the phone should work again within 48 hours. After my second visit there were a couple of minutes that the phone had connection and then it was back to no service and the popup "iPhone not activated contact carrier if problem persists".

PS. I don't know is relevant to the situation or not. A friend on a different carrier was having problems with an iPhone SE. He switched the reset the phone and set it up the region as Colombia instead of the USA and it has worked for the past week.
