can't rename a user directory

In Mojave, I can't rename a user directory. I get "operation not permitted".


It turns out there is an ACL on this directory as follows

 0: group:everyone deny delete


I removed that, but it still complains "operation not permitted".

If this is your Home directory then see Change the name of your macOS user account and home folder - Apple Support.

Well, what do you know there is a GUI. I actually wanted to move the user's account to another disk. The old method involved manually copying the user's account there and then renaming the old account for safekeeping and then symlinking the new account to the old one's name. That's how it is on my Mac. I guess this is simpler. But I am still curious how this folder can be renamed manually.
