I have an IPhone X. I have deleted all voicemails and also then cleared them, but still callers receive the message that my mailbox is full. I was reading a similar question from 2017 and there was no resolve. My service provider is Verizon. The thread from 2017 stated that Verizon indicated they were unable to reset voicemail. Has anyone else had this problem recently? If so, what is the fix?

Call your voicemail by holding down the number 1. Enter your code and listen to the message that asks if you want to listen to your deleted voicemails. Mine reset after the message, but then you may have to delete them in the voicemail call. If it gets 40 messages, deleted or no, it marks it full, but apple is going to do an update soon to fix it.
I had the same thing happen with iPhone 1, but only had 1 message saves. The deleted messages and blocked calls get stored and take up space too apparently. Once I deleted all my deleted messages and blocked calls then it was truly empty and I had no problem after that
Voicemail is a carrier feature.
Verizon will have to fix it.
this fix worked great! I changed my PIN, called the *86 and hung up.
This fix worked for me ~ entering new password then calling voicemail a second time. Thank you!

I'm having this issue on AT&T network. Does anyone know what i should dial from my phone to call? The *86 does not appear to work on the AT&T network.
The call and hang up method didn't work for me but the call, enter PIN, hang up and then call back method DID. ¯\_(ツ)_/¯
