Your best bet is to a Software Restore via iTunes on your Mac/PC.

https://support.apple.com/en-gb/guide/itunes/restore-to-factory-settings-itnsdb1fe305/mac

This is how you can do it via iTunes.

The reason it is important to do it via iTunes is because:

  • Local restores via settings do not 'cure' any instabilities with the iOS - which seems to be what you're experiencing.
  • iTunes restore will completely strip and put a 'clean' version of iOS on your device.

I hope this helps you.

https://www.cnet.com/how-to/how-to-force-restart-a-stuck-iphone-xr-xs-x/

This article kindly outlines the steps you need to take - this method should 100% force restart your phone and not bring up a prompter menu for power options.

If you are 100% sure that this method is what you're doing and you're not getting the results as shown in the article, you'd most likely need to book an appointment with Apple to get this issue fixed. I listed an alternative bootup mode below but please listen to the warnings.

This step-by-step guide will teach you how to start your iPhone in DFU mode so that it can only be restored via the computer.

Some pre-warnings:

  • If you cannot phyiscally type your passcode in, you cannot restore your phone outside of DFU mean. This also means that you won't be able to backup your data because it requires a passcode input (I believe).
    • This could result in data loss if you have not backed up your device.
  • If you take your device into Apple and they admission it for repairs, employees are subject to wiping the data off your phone as well to do follow-up tests.
