I have six desktops enabled in macOS.
When I switch to dark mode, only one or some change background to still dark wallpaper.
The rest still have dynamic wallpaper.
I have to switch to each and one of them, opening preferences and change to still dark wallpaper.
Same when switching back to light mode.
I'm using macOS Mojave 10.14.4

Welcome to the Apple Support Communities. I understand that some of your macOS desktops will remain on Dynamic Wallpaper.
This can be expected if Dynamic Wallpaper was enabled before switching to dark mode. To be sure, change those same Macs to use the still wallpaper before enabled before switching to dark mode.

Specifically,
Dynamic Desktop. If you turn on Dark Mode while using Dynamic Desktop, the desktop may change to the dark still image. You can change this setting in Desktop & Screen Saver preferences.
