Does the emergency alert work on at&t

Incoming Emergency Alert (government/amber alerts, etc) should work on any supporting US network provided your device has a cellular signal. If you mean emergency alerts generated from your device (fall Alert, SOS call...) they should also work, and 911 grade calls should work in most areas onto any available network if your home network is not reachable.
