Why did I not receive a local emergency alert when everyone else did?

Why did I not receive a local emergency alert when everyone else did when there was a tornado watch and the alert was cautioning to seek shelter & I didn’t get until over 5 hours later on my iPhone 12 Pro Max.

yes amber alerts, emergency alerts & public safety alerts are set to ON and have been and I have unlimited data.

I'm not receiving all of my emergency alerts. I have an iPhone SE (2nd gen) my husband has an iPhone Xs (both of us also have the Apple Watch series 6) and neither of us are getting subsequent alerts extending expiration times for the Tornado warnings that we've had in the last week on our phones or watches. We are both on Verizon, different locations for one of the tornados and on Wifi both times.

Not Getting Governmmet Alerts on my iPhone 12, Version 16.5.1 I recently did not get any alert on my phone about an approaching tornado but my wife did. We have the identical iPhone 12 with version 16.5.1. The setting under the Government Alerts section under Notifications is identical to one another. Any suggestion for why I'm not getting the alert? Thank you.
