Siri doesn't make Skype calls on my iPhone SE, saying "I wish I could, but Skype hasn't set that up with me yet." I think that everything is set up properly concerning Skype and Siri. I can make calls on Skype directly to this contact. What can I do about it? Thank you
Contact Microsoft and ask them when they plan to add Siri support to Skype.
He did read them. Currently Siri cannot place Skype calls.

You need to post your own question and not hijack this one.
Those settings allow Skype contents to appear in a Siri search. They do not allow Siri to initiate a Skype call. It is not only common, it is 100% the way it works. So no one can ever ask Siri to initiate a Skype call until Microsoft adds Siri as a feature to Skype.
