The application messages is not open anymore

The application "messages" appears open because it has the dot under the icon in the dock, but when I click it, a pop up appears that says "The application Messages is not open anymore." I have tried to force quit from the dock, but nothing happens. I have also tried to force quit by pressing alt + command + escape, but nothing happens. I have also tried to force quit in activity monitor, but the application doesn't even show up, and in terminal, but I get an error message. "No matching processes belonging to you were found" I have even tried to restart my computer but it just won't because the app is still "open". Any help is appreciated.

MacBook Air 13", macOS 10.14
