Empty Playlists with iCloud Music Library

I am starting an Apple Music trial and am interested in being able to create new playlists and add to existing playlists using Apple Music. To do this, I have to turn on iCloud Music Library. Every time I do, ALL of my existing playlists on iTunes on my PC become empty except for the two playlists that I have on my phone. The playlists still exist, they are just empty. The problem is the same on both iTunes and my iPhone. It happens whenever I turn on iCloud Music Library. I can restore an older version of my iTunes library and recover all the playlists, but I can't find a way to use iCloud Music Library without losing all those playlists.
