How do i get back a video that was deleted from my icloud?

Deleted means gone for ever. If you have another device which is synchronized to iCloud but has been offline since before the deletion it might still hold a local copy and you could try to save to a second location it before it reconnects to internet, but as soon as it syncs to iCloud the local copy will be erased.
