IPhone X Safari Autofill Names And Passwords Option Missing

I don't have a Names and Passwords option under Safari autofill settings. How do I enable autofilling passwords?

You need to go to Settings>Passwords & Accounts and turn on "AutoFill Passwords".

The one you have screenshot is for Contact Info and Credit Card AutoFill.

For a new site that requires a login you have to fill manually on the first visit (after enabling AutoFill) and Safari should ask if you would like to save it, there after when that site is revisited, you tap the "arrow" to enter your User ID, Safari should suggest that, you tap it and Face ID confirms who you are and infills, then you tap the "arrow" again and you should see the Password autofilled, tap the "arrow" one last time and you are in.

Autofill passwords is on under Passwords & Accounts, but when I try to have it autofill a password it checks my face id and then just leaves the password blank. I have been looking online for people with similar issues, and they say to turn on the "Names and Passwords" option in the same menu in my screenshot, and post screenshots that show "Names and Passwords" between the contact info section and the credit card section. But the option is missing in mine.
