I'm reconstructing a fresh user file (for myself. The previous user file became associated with a lot of insoluble problems) on my Mac, and I was able to drag all my Music files into the new ID, but they came without the playlists. So where can I find the playlists?

The playlists are stored within the iTunes Library.itl database. If you haven't discarded it then you could potentially connect to the old database, export playlists as XML files, then import those into your new library.
