I backed up the hard drive of my iMac to an external hard drive because the screen was failing. I attached the external hard drive to my MacBook Pro and tried to access my photos through pressing the options button when opening the photos app. No libraries were available and I cannot choose the iPhotos app. How do I get my pictures stored in the iPhoto app?

If this is a straight backup that you have access to - you might have some permissions problem - what you want to do is copy the iPhoto Library to your Pictures folder on the MacBookPro and try the option key again.
You should be able to find your library in MacHardDrive/users/<name>/Pictures
