Apple Icloud not setting up after installation

I have an ongoing issue with my Apple Imac. we have had it from day one. When I try to connect to Icloud and set it up on the computer, the Icloud cannot connect. It doesn't matter if I do it through the "installation of mojave" or after the installation of Mojave. Interestingly, the computer becomes "approved" as a device on the Apple ID page. Some services will work (Calendar and notes) but others don't (Notably Keychain and Icloud Drive).

Trying to uninstall and reinstall did not rectify the problem. Neither has using alternative apple Id's (like my son's or spouse's). I have tried resetting the memory also.

Any help would be appreciated.

Try setting up another admin user account to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.
