Pages , Numbers and keynote apps
I can’t create a new document in these 3 apps when i press on + , I should go in dropbox and then press on create documents , why ?!!!

If I understand you correctly when you tap the + to create a new document it moves to the screen your second screenshot is of? Is that correct?
if so, what it looks like is your app is jumping to the Files app to ask where you want the file to be created. You can set a default like iCloud or any other cloud service or you can set it to “on my iPad”. This can be changed in Settings > Pages > Allow Numbers to Access > Document Storage. Choose the preferred option and it should just create the file there going forward.
