Settings/Cellular - FaceTime - Turn ON.

I had done that last week. I found somewhere a post suggesting turning IMessage & FaceTime off and cycle phone then restart them. That worked so far.
you have to go into settings then go to the data page and turn it on but you can only do this if you've activated your phone with the network you prefer.
