While using some apps, I noticed the apps have internet access even though I had already disable them from using cellular data. How do I stop this?
This recently started after I updated to ios 12.2

It’s a word puzzle game. I don’t have WiFi around here, I only use cellular.
My iCloud photo is enabled but I switched off the cellular access so it’s only supposed to upload to iCloud only through WiFi connection not through cellular (at least that’s how it has been before now)

Make sure you have reset your cellular data counter to ensure those are current statistics you are looking at. If you go to the bottom of the page, you will see the last time you reset the data, and a button to reset it now. That will clear everything and allow you to see if anything is currently using cellular data.
Not knowing that Word app, I would ask as you described to Idris, you only use this app when connected to wi-fi? If you use it when on cellular, does this app connect to the app's server? Have you asked the app support why the app would use data? I'm not sure why Photos would use data, unless you are using iCloud photos, or you have location services turned on for photos.

It will use cellular data to compensate for poor wi-fi. So I'm not sure what it might do if you do not have wi-fi.
Do you have notifications enabled for any of those apps? Notifications use cellular data. I don't know how that gets recorded but, it might be an explanation.
Notification is off for the word cookies.
Though I doubt it’s through notification cause when I’m playing the game, ads do pop up and it was cause of the ads I switched off cellular data for it.
