Unable to Upgrade to macOS Mojave

I'm currently trying to upgrade my macbook pro from High Sierra to Mojave. Each time I try I run into the same issue. The download runs and appears to finish, but the installation process never actually starts and there is no installer under 'Applications' to launch the install manually. Instead of the expected 6 GB file named 'install macOS Mojave' I see an ~370KB file called 'macOS Mojave'.


I followed the typical solution of deleting the file, restarting, and trying again with the same results. Other posts suggest trying to do the install in safe mode so I tried that as well. The results were exactly the same as before. I also tried clearing out the AppStore .plist files under ~/Library/Preferences, still with no luck.


At this point I'm stuck and I don't know what else to try. This is holding up my development work; I need the latest version of Xcode to target iOS 12.2 and I can't do that without upgrading to Mojave. Please help!

According to that resource, Option-⌘-R should install the latest OS your Mac is capable of running.

That link does appear to be what I need, but I ran into an issue trying to follow the instructions there. When I boot into 'internet recovery mode' I get a screen that wants me to select a wi-fi network. I can see the connections I want, but because this is a corporate network, I can't actually connect to them. The recovery screen assumes a public network, but all the connections I have available require a username/domain which there is no input for. I tried disabling wi-fi and using ethernet instead, but as soon as it hits the recovery screen, the wi-fi seems to be re-enabled and there is no ethernet option.


I have no idea where else to even look at this point; all my searches take me in a circle.
