Safari iCloud tabs not syncing from Mac mini 2018 (macOS 10.14.4)

On my Mac mini (2018) I see the tabs for all my other devices: MBPro (2015), iPhone7, and iPad Air3.

All devices use the same Apple ID and all are trusted.

But on my iPhone I only see tabs for my iPad and MBPro;

On my iPad I only see tabs from my iPhone and MBPro.

On my MBPro I only see tabs from my iPad and iPhone.

So it seems the Mac mini tabs are not being synced.

I have tried rebooting all devices and turning Safari iCloud syncing on and off on all devices to no effect.

I found the answer on infinitediaries dot net, modified slightly as follows:

  1. Make sure you have Safari syncing enabled under Settings → [Your Name] → iCloud (or System Preferences | iCloud).
  2. Close all tabs and windows on the device which is not showing up (Mac mini in my case).
  3. Force quit Safari on that device: if iOS, open the App Switcher - swipe up and hold from the bottom of the screen - and then swipe up on Safari’s card to kill it; on Mac go Apple | Force Quit and select Safari.
  4. I added this step: reboot the affected device.
  5. Open a new webpage in Safari on affected device.
  6. Check iCloud Tabs on another device.

Your Safari iCloud Tabs should start showing a few seconds later.
