Safari tabs not appearing on Mac

I'm asking this question again because I've tried all the steps multiple times. Signed out of iCloud on both my iPhone 12 Pro Max v15.3 and MacBook Pro v 12.1. Signed back in and nothing. Nothing seems to work. My laptop sees all the devices associated with my Apple ID but Safari is not synching. Turned it off and on with both devices and still nothing. There has to be a solution.
