Safari tabs don't seem to be syncing to iCloud

I have a MacBook Pro, iPhone 11 Pro, and an iPad Pro all with the latest software and Safari iCloud tabs do not seem to be working lately. I have tried turning off Safari in the iCloud settings on all three devices and turning it back on, resetting the devices. Nothing works.

Either one device shows nothing for tabs open on my other devices or it shows outdated tabs (tabs that were closed days ago). Oh and now, sometimes on my MacBook Pro or iPad Pro I see two lists for my iPhone. One labeled iPhone 11 Pro (1) and the other iPhone 11 Pro (2). I only have one iPhone.

This is so annoying because I sometimes open a page on one device and leave it open and then want to get to it on a different device later.

Seems as though Apple solved this on their end as of January 13, 2021.
