I've heard that the disk cannot be partitioned using BCA when my startup disk is in APFS and that I have to convert it into HFS+. I found Paragon and was wondering if it is safe to use.

Your disk can be partitioned by BC Assistant, whether it has APFS, CoreStorage or HFS+. You may have a different issue.
Post the output of
sudo fsck_apfs -n -l /dev/rdisk1
I tried to partition the disk again, but it did the same thing after I tried using BCA
Does BC Assistant give you the same error message as the other discussion?
What is the name of Windows ISO?
What is the MD5sum of the ISO?
Can you download W10 1803 (April) instead of W10 1809 (October) and retry installing Windows using BC Assistant?
