iOS and MacOs Products Development

Xcode is not available for windows platform. It only contains in Mac Appstore. What’s the reason that apple not allow to develop their platform application on windows platform

Xcode in macOS Monterey - can develop apps for macOS Ventura Since my Late-2016 MACBOOK PRO 15" /16GB is on macOS Monterey 12.6.1 and can not be updated to Ventura... because is a very old system...
