Terms and conditions

i cant download any app, because app store ask to agree in new terms and conditions. But when i press agree, it resets the result and suggests again to agree. And again, again in a circle

Solved the same problem on my Mac by pressing "tab + return" when asked to agree and it worked. So maybe try to press Shift key + return. It's worth a try.
