No Toggle?

Hey, has anyone found a solution to not getting emergency alerts and there being no slide under notifications? I don't get the alerts and i've tried completely reseting my phone. I know it's not my provider because my parents use the same provider but still get alerts and have the toggle. If anyone has a solution please let me know.
