I have a MacBook Air running Mojave 10.14.2 and a Apple TV running TvOS 11.4.1. I am using this at work and am not allowed to connect the Apple TV to the wifi. I was able to show my phone screen on the tv with wifi turned off on the Apple TV and iPhone by simply choosing the Apple TV from the airplay menu on my phone, I assume it connects via Bluetooth. Is the MacBook Air able to do the same? Thanks.
It would be done the same way. Bluetooth and wifi need to be turned on, but you wouldn’t need to connect to a network and if the devices meet the requirements they would be discovered using the peer to peer connection.
Got it. I had wifi on the Macbook turned off because I thought I couldn't be connected to a network, But Macbook is on wifi, Apple tv is not, and all is good!

That would be done via peer to peer airplay, which uses Bluetooth for discovery and then creates an ad-hoc network between the devices. If the Mac is from 2012 or later then it would also have the ability to do that.
Just click on the Airplay / Display Icon on the menu bar on your Mac. If the Apple TV can be detected, it should appear as an option there.
If the Airplay icon is not on the menu bar, go to System Preferences->Displays, and make sure the box that reads "Show mirroring options in the menu bar when available" is checked.
