Apple discontinued all photo print project support from iPhoto on Sept 30, 2018. It is now supported in Photos by using third-party Photo project extensions from the Mac App Store.

Apple discontinued physical photo books printing service.

It's worth noting that Apple ceased all printing Services, and the extensions for Photos.app are for 3rd party printing services. With iPhoto you can output a pdf and send that to a 3rd party service of your choice.

Are you able to create a PDF file for that book?  If so there's a 3rd party book provider which used to do the printing for Apple, Mimeo, that will take PDF files created by iPhoto and Photos and print and bind books and calendars. 

Also you can upload the PDF file to PrestoPhotos which also can print and bind books and calendars from iPhoto or Photos pdf files.  They've been doing it for some time now.
