Update iTunes on iPad mini

I need to update iTunes from 9.3.2 to a current version and haven't been able to get the update to work
Then I need to update to the current iOS version.

iPad mini, iOS 9

You Can't Update iTunes on an iPad. It's an App and it will be as current as the latest iOS version your running on your iPad
What model iPad do you have so we can determine the highest level of iOS it can run?
To check, go to Settings > General > About > Model - Tap the model and it will show Axxxx (x being numbers)
Post back the model

OK, so I know what your problem is. It can be updated to iOS 12.2 (the current iOS version). It can't be updated over the air. It needs to be updated on your home computer, via iTunes. And your home computer iTunes version needs to be current to v12.9.x. If you can't update iTunes on your home computer (not the iPad), take the iPad to your Apple Store and they will help you update it.
