SOCKS proxy keeps turning itself on when I reboot

I've tried to troubleshoot - removed all startup apps, but nothing seems to make a difference. I can't use Safari, and my Mail will not load.

Any ideas?

You likely have some kind of malware installed on the computer that keeps re-adding the proxy server after it has been removed, so it can intercept web traffic, display adds, etc. Scan the computer using an anti-malware program to remove the software, then try removing the proxies one more time and make sure they stay removed.
