Update required to use cellular data

I got a notification that told me that I would not be able to use my cellular data until after I updated it. It took me 3 hours to update it and it let me use my cellular data. Until about an hour later my phone shuts off and turns back on by myself and out tells me the same thing. That I needed to update my cellular data. Why is it doing that after I already did...
