Contact itunes support

hello, i bought an iphone xr and i reached the maximum amount 3 times to create an icloud account.

when i tried to log in with app store account its say review payment information. And when i complete it its say:

” Please contact itunes support to complete this transaction”

or my payment mode its always NONE.

help me guys where i live theyre’s no apple store or a provider so im stuck and i need to download app otherwise this phone is only for calling.
