iPad is not a cell phone, even with a sim card. Cellular for iPad is for Data only. You can use continuity services to make and receive calls on your iPad, only if your iPhone is employed.

I already explained the issue. iPad is NOT a cell phone. You will NOT be able to make cellular calls from an iPad by itself EVEN with a sim card in the iPad. iPad does NOT have a cellular radio like a cell phone. The link I provided explains how to use Continuity Services for your iPad. If you thought buying a cellular iPad, made it operate as a cell phone, you were mistaken.
FaceTime is a VoIP system, like Skype. These are internet calling services. They are not using, and cannot use, any cellular telephone systems voice calling network.
An ipad cannot connect to any cellular telephone voice system.
via facetime i can make & receive the call, but for cellular i can not make, is is saying it is apple id issue please let me know what is issue.
