Not seeing "Summary" when I connect my iPad to iTunes

I would like to load a fresh copy of IOS via iTunes. I've read this article: https://support.apple.com/en-us/HT204204 that tells me I should see a "Summary" button after hooking up my iPad. All I see is the various media categories. Running Mac OS Mojave and iTunes 12.9, so it's the latest stuff. What am I doing wrong?
