iTunes 12.8.2.3 no summary displayed for iOS devices

I have an iPad Air and an iPhone 7, both on 12.4.1. When connecting to iTunes, I no longer have a summary and sync option, rather iTunes only displays a list of the content on each device. I don't subscribe to Apple Music, my Mac is on Sierra 10.12.6 (I have some software that won't work on more recent versions of OS X), and all I want to do is swap out some of the movies and TV shows before I get on a cross country flight tomorrow. None of the articles I've seen so far are helpful, so how do I get the ability to sync back?
