The desktop background changes when I drag any icon to the right screen edge.
It changes from the Mojave Night image ... one I've never selected.
The dock or desktop icons don't change.
I have to drag an icon to the left screen edge to return to 'home' screen.
This is not the Dynamic Desktop feature.
Mission Control is off.
There are no custom Pref Panels.
This has happened since High Sierra.

Open Mission Control by pressing F3 (or any of the other methods).
At the top of the Mission Control screen you will see that there is more than one “desktop”. Move the cursor up there and click the appropriate “X” to delete all but one of them. Then exit Mission Control and there you have it.

All Apple needed to do was mention the word "Desktop" in the description at the top of the Preference panel which presently states:
"Mission Control gives you an overview of your open windows, thumbnails of your full-screen applications, and Dashboard, all arranged in a single unified view."
Sure sounds like you have multiple Desktops (Mission Control).
I'm not sure how you turn Mission Control Off. Can you explain how it is "off?"
