Apple Pay Cash card says balance is 0 but it shows a recent transaction of $60 Received

I accepted apple pay $60 through iMessage, tried to use apple pay card at store and purchase was declined. When I checked my apple wallet, it said the $60 was received and transaction completed, but the balance on the card still says $0. Keep in mind this was today and I did not try to transfer to bank account.

Apple Pay I received money through Apple Pay two days ago. It shows up in my Apple wallet as received, but my balance is still at zero. My Apple Pay is fully set up through settings, and it is set to manually accept payments sent. This is the first time I’ve had money sent but not go through on the balance. I did recently upgrade my phone, but I checked Apple wallet in the settings and it claims to still be set up. Any suggestions?
