freeing up "purgeable" data..

How do I free up "purgeable" data to regain my hard drive space. Please see images. I'm also using a diagnostic software that keeps telling me I'm down to 13% free space on the drive.

MacBook Pro 15", macOS 10.14

PS: also found this 'archived' Apple Developer reply ~ a few years old. Seems promising.
