The delete safari history option in settings is greyed out even though I have removed the restrictions in screen time - is there something else that needs to be done to re-activate this option ?.

When there's no history or website data to clear, the setting turns gray. The setting might also be gray if you have web content restrictions set up under Content & Privacy Restrictions in Screen Time.
If you have history you can't delete and you've ensured you don't have web content restrictions set up in Screentime, is your iPad under MDM (Mobile Device Management) software from an employer?
