Welcome to the Apple Support Communities. It looks like you're not seeing the Voice Memos icon on your iPod Nano.

You'd only see this icon when you have a microphone connected, or if you have voice memos already stored on the device. This is covered in the "Voice Memos" section of this iPod Nano resource: iPod nano User Guide

If you try connecting a microphone, or headphones with a built-in microphone, do you see the Voice Memos app?
