If you have two installations of Windows you'll need two licenses. Why would you want to keep two installations? How will you sync them? Just use your Boot Camp installation as the target OS for Fusion and you'll have one installation of Windows that will be the same whether you boot it natively or access it through your VM.

If you import BC partition as a standalone VM installation on it's own Virtual disk, you will need a second license. Be aware that Windows allows you a 'primary' and 'backup installation'.

Also, unless you requirements are specific to keep the two Windows installations separate, there is not much benefit in such a configuration.
