If I understand your comment correctly, you bought a used iPad, and it's asking for the user name and password of the previous owner?

If it says Activation Locked where you're seeing this request, only the person who locked the device can unlock it. Since you can't contact the previous owner, you now have a small and somewhat fragile brick. Or a partly elegant paper weight.

If possible, get your money back from whoever your purchased this iPad from. No one here can help you unlock it, and Apple will not help you.

No, you can't. If you bought a used iPad and you don't know the previous owner who put activation lock on the iPad, you CANNOT bypass it. NEVER. EVER. Either get the assistance of the owner who put activation lock on the device, or return it for refund, or recycle it responsibly, or use it as a paperweight. Apple WON'T help you. We CAN'T help you.

NEVER purchase any iOS device used unless you have seen it in person and can validate Activation Lock has been removed.

Ps: If you go looking for a service who claims they can bypass Activation Lock, THEY CAN'T. But they'll take your money promising they can. Don't throw more money down the drain by paying for a service they can't provide. Even the FBI, here in the US, one of the most technically advanced US Government agencies, could not bypass Activation Lock.
