iMessage Alerts not coming through

Why am I not getting iMessage alerts. (I’ve checked everywhere in the settings, resetting networks, restarting my phone and looking all over the internet for a solution) ps I’m currently running iOS 12.2 and have a second phone on my Apple ID account
