I have an iPad that's running iOS12.2, and am getting a new, unlocked iPhone 7 that comes with iOS 10.
I want to set up the iPhone by copying all the settings + apps across from the iPad.
Can I do this 'out of the box' with Quick Start, or is an extra stage necessary since the iPhone is on an old iOS?

Quick Start is available starting iOS 11. You have to update an iPhone first or set it up manually.
After an update you have to erase an iPhone and start the set up again.
There is no way you can copy settings.
Many of the Apps on iPhone and iPad are not compatible with one another.

So to get all my settings/apps transferred, I set up the new iPhone as a new device, then update the iOS + finish with Quick Start?
So the procedure is:
1) set up the new iPhone as a new device
2) update the iOS to current iOS
3) erase the iPhone
4) carry out Quick Start?
(erasing the iPhone doesn't delete the updated iOS?)
Correct.
Erasing iPhone won't delete the iOS itself, but all the settings and content.
