I’ve finally updated by iMac to high sierra after being in storage for 4 years. How to I access my photos saved in iPhotos library and transfer them to Photos when iPhotos is no longer accessible?
iMac 21.5", macOS 10.13
Just open the Library with Photos:
Hold down the option (or alt) key and launch Photos. From the resulting menu select 'Choose Library' and point it at the iPhoto Library. It does the rest.

Are you holding down the options key long enough, while launching Photos? you have to keep holding down the key firmly, until the library chooser dialog appears.
It doesn’t seem that easy…or am I missing something obvious? When Photos is opened, the library tab is automatically open on the left. The pictures in there are the ones I’ve uploaded recently.
